Попробуйте удалить $1 в конце вашего маршрута. Сделайте так, чтобы это выглядело так:

$route['pages/(:any)'] = 'display/display_pages';

Ваш route.php правильный. То, как вы печатаете $ seo_name, не так.

public function display_pages(){
    echo $this->uri->segment(3); // it will print $1
}
