Похоже, ваше приложение смешивает две несовместимые версии Spring Boot.

Ваш основной pom.xml, похоже, импортирует spring-boot-starter-reactor-netty с версией 2.0.5.RELEASE.

Вы не должны переопределять версии библиотек Spring Boot, так как все это выполняется управлением зависимостями в родительском POM.
Вам вообще не нужен стартер с реакторной сетью, так как он транзитивно вносится через webflux.

Пожалуйста, не меняйте версию Spring Boot, если ваш проект находится между этапами разработки. Попытайтесь добавить последнюю версию при запуске проекта. После начала разработки ничего не меняйте в версии. Я столкнулся с той же проблемой, потратил 4-5 часов и снова вернулся к предыдущей версии, все работало отлично.

Удалите файл .project и обновите maven.
